Company has identified operators behind more than 130 sites, leading to closure of 29 since 2021
On August 19th, Kakao Entertainment, which owns Tapas, a popular webtoon platform, announced that they had closed down 11 websites worldwide that were involved in piracy. They also removed over 160 million copies of unauthorized content in the first half of 2025 as part of their ongoing efforts against piracy globally.
Kakao Entertainment has published their most recent findings on piracy control in their 7th Anti-Piracy White Paper. They describe their approach as a three-step strategy involving targeting illegal websites, tracing operators, and inducing takedowns through either voluntary closure or legal action. Since launching their anti-piracy task force in 2021, they have identified over 130 operators responsible for more than 29 sites, leading to their closure.
OSINT refers to the process of gathering and evaluating data from various digital sources such as websites, social media platforms, servers, and other online platforms. Kakao, a South Korean internet company, employs this technique to collaborate with Interpol and law enforcement agencies in multiple countries including China, Vietnam, Brazil, Spain, among others. Through this cooperation, Kakao is able to identify and pressure operators responsible for illegal activities while also securing mass content removals.
According to Kakao Entertainment, Reaper Scans was one of the largest English-language platforms for pirated webtoons and novels with approximately 10 million monthly visitors. This platform resulted in around US$500 million in damages during its operation.
Kakao Entertainment has announced that they are taking legal action against operators of piracy websites in China, the UK, Vietnam, Brazil, and Spain. This includes both civil lawsuits and criminal charges. This move signals their commitment to combating piracy through both legal means and technical measures.
The mission of the company is to safeguard creators and maintain equitable distribution networks for webtoons and web novels, which are increasingly gaining worldwide recognition.
